As a Development Partner at JLB Partners, Graham Brock brings over 20 years of experience to the Washington, D.C. apartment market, specializing in multifamily projects. He holds a Bachelor of Arts from Georgetown University and an MBA with a concentration in real estate from the Johns Hopkins Carey Business School. His expertise spans the entire development lifecycle, from site acquisition and rezoning to the financing and disposition of high-density residential assets across the Mid-Atlantic
Luke serves as the Development Partner of JLB Partners for Central Texas and is responsible for all development activities in the region. Before joining JLB he was with Cypress Real Estate Advisors, where he served as a Principal on the Investment Committee and was responsible for the firm’s multifamily development and acquisition investments. Luke attended the University of Texas at Austin, where he received a Bachelor of Business Arts degree in Finance and a Master of Business Administration.
Kevin Ransil opened and has led the Arizona office for JLB Partners. During his leadership, JLB has established a reputation for developing distinctive, award-winning communities across the metro Phoenix area. Prior to multi-family development, he practiced law in areas of zoning/land use, eminent domain and real estate litigation. Kevin was also a practicing Architect with experience in the design of resorts and residential properties. He is both a licensed Attorney and Registered Architect in the State of Arizona. Kevin received his Bachelor of Architecture from the University of Arizona and his Juris Doctorate from California Western School of Law.
Mark serves as a Development Partner with JLB Partners, where he leads all acquisition and development efforts across New England. Before joining JLB, he was a Director at Wood Partners. In his career he has acquired, developed, and built more than 6,100 units totaling more than $1.8 billion in total capitalization. Mark holds a Bachelor of Science from Saint Joseph’s University and is a Charted Financial Analyst
Scott leads JLB’s development activities in the Dallas-Fort Worth and Houston markets. His experience includes development of over 20,000 units of luxury multifamily, student housing and high density/mixed use communities with total development cost exceeding $3 billion. Before joining JLB Partners, Scott was Vice President of Development for the Texas Division of Fairfield Residential. Scott attended Texas A&M University, where he received a Bachelor of Business Administration and Master of Finance in Land Economics and Real Estate.
Rob Sucher leads JLB’s development efforts in greater Atlanta. Prior to joining JLB, previously worked at RangeWater, Greystar, Johnson Development Associates, and RaceTrac Petroleum, Inc. providing a wide range of development experience across multiple disciplines and product types throughout the Southeast, and has developed over 4,000 MF units. Rob graduated from the Moore School of Business at the University of South Carolina.
Jeff serves as the DFW and Houston Vice President of Development for JLB Partners with a focus on site selection, entitlements, business plan formation and execution, building design, and disposition through the full life cycle of each development. Jeff attended Baylor University, where he received a Bachelor of Business Administration degree in Economics, Finance, and Baylor Business Fellows with a Religion minor.
Halsten serves as Development Associate in the Phoenix, Arizona office and is responsible for land acquisition and entitlements. Before joining JLB Partners, he worked with various real estate private equity and acquisition groups, more recently with Restore West on their acquisitions and asset management team. Halsten attended the University of Utah, where he received a Bachelor of Science degree in Finance.
As Development Manager for JLB Partners in the Texas Region, Ryan oversees the full project lifecycle, seamlessly bridging the gap between site acquisition and construction execution. He joined JLB in 2019, bringing 15 years of prior experience as a project architect specializing in multi-family residential design. A Registered Architect in Texas, Ryan holds a Master of Architecture from the State University of New York at Buffalo.
Martin Mankowski is the Pre-Development Manager for JLB Partners, in the Washington DC market, where he is responsible for property Due Diligence review and analysis for real estate purchase. Mr. Mankowski directs the Rezoning and Entitlement legal and design process and guides projects through design and permitting process for all trades and permits. Prior to joining JLB, he worked for Fairfield Residential and previously he worked for Centex Homes and Porten Homes as the Director of Land Development for projects in Maryland. He has a degree from Cornell University and was a stunt double for Lou Ferrigno.
Rob serves as the Development Manager overseeing the design, entitlement, and plan approval process. He coordinates with legal teams, design consultants, and municipal authorities to advance design, entitle the projects, and obtain permits for construction. Rob has a professional Bachelor of Architecture degree from Cal Poly and forged his career with Todd & Associates and Humphreys & Partners Architects. He was the Principal Architect at Mark-Taylor Development for twenty years before joining JLB.
Eric serves as Development Associate for the DC Metro region and supports all aspects of the development process. Prior to joining JLB Partners, he worked at a boutique development firm focused on multifamily, mixed-use, and townhome communities in Washington, DC and North Carolina. Eric received a Bachelor of Arts degree in Business Administration from College of Charleston, and a Master’s degree in Real Estate Finance and Development from Georgetown University.
Jack is the Regional Vice President for the DC Metro Region of JLB Partners, overseeing all preconstruction and construction efforts across the market. He began his career in multifamily construction after earning a B.S. in Architectural Engineering from Penn State University, gaining experience with one of the world’s largest general contractors, Bovis Lendlease, and later in the commercial and international sectors. Jack returned to the U.S. to continue his focus on multifamily development and construction while working on some of the regions highest profile multifamily projects for DAVIS Construction before joining JLB Partners in 2016.
Scott serves as the Arizona market Regional Vice President at JLB Partners, where he is responsible for overseeing preconstruction and construction activities in his region. Before joining JLB, Scott worked in various capacities within architecture, program management, and construction leadership roles in the Phoenix area, building deep expertise in multifamily project delivery. Scott attended Arizona State University, where he received a Master of Architecture with Honors, and The Ohio State University, where he received a Bachelor of Science in Architecture. Scott is a licensed architect and contractor in the State of Arizona.
Gregory serves as the Regional Vice President at JLB Partners, overseeing all construction-related activities for the Texas markets. He brings extensive industry experience from his tenure at Provident, where he helped the company grow into one of the largest multi-family builders in the country. Gregory is a proud alumnus of Baylor University, where he received his Bachelor of Science.
Harley serves as Design Manager and is responsible for establishing unified design strategies, guiding the company’s design ethos, and implementing construction efficiencies that support JLB’s distinctive identity and project performance. He leads the development of construction frameworks, integrated building systems, and best practices that enhance quality, consistency, and long-term value across the portfolio. Harley is a licensed architect and earned his Bachelor of Architecture from Texas Tech University. Prior to joining JLB, he designed mixed-use, urban infill, suburban, and high-rise multifamily communities and managed multidisciplinary consulting teams from planning and design development through construction documentation, administration, and final project execution.
Drew Tatum serves as the Director of Asset Management for JLB Partners, overseeing the strategic lease-up and stabilization of the firm’s national multifamily portfolio. Since joining JLB in 2008, he has been deeply involved in the management of the firm’s assets and has led disposition efforts since 2013, successfully transacting on 45 assets totaling $4.5 billion in sales volume. Drew is a graduate of Baylor University, where he earned a Bachelor of Business Administration in Real Estate and Finance.
Jennifer Martinez is an Asset Manager at JLB Partners with 25+ years of multifamily real estate experience. A key leader at JLB since 2012, she previously served as Director of Operations for JLB Residential, overseeing stabilized assets, lease-ups, construction, and dispositions. Jennifer’s career includes onsite leadership for lease-up and multi-site communities, along with experience as a corporate trainer. She leverages deep operational expertise and attention to detail to drive asset performance, identifying efficiencies and helping mitigate risk.
Angie is Director of Construction Accounting and oversees the monthly draw process for construction loans and is responsible for communicating with equity partners and financial institutions on each project during construction. Before joining JLB in 2011, she spent 10 years at Fairfield Residential as a construction accountant. Angie attended Texas Wesleyan University where she received a Bachelor of Business Administration in Accounting.
Angela serves are the Director of Operations and Financial Accounting for JLB Partners and is responsible for all corporate accounting and financial reporting. Before joining JLB, she was with Fairfield Residential, where she served as the Senior Corporate Accountant and was responsible for all corporate accounting. Angela has over 25 years of corporate accounting experience, specializing in the real estate industry.
